econ. feature - 87 g-type esprit

Hello all and I hope someone can give me some specifics on this problem:
I have a federal/U.S. esprit, 87 g-type. This model has an "economy" feature that shuts off the petro supply to the engine when at operating temp., over certain rpms, etc. A little light illuminates in the dash that says "econ" whenever you let off the gas.
MY PROBLEM IS THAT MY ECON. FEATURE IS THAT SOMETIMES IT BLINKS/FLASHES RATHER THAN A CONTINUOUS ILLUMINATION. USUALLY, AFTER 15-20 MINS. OF OPERATION, IT WILL BEGIN WORKING CORRECTLY, BUT SOMETIMES IT JUST FLASHES. WHEN IT FLASHES, I CHECKED THE FUEL BYPASS VALVE AND IT IS FLICKERING, NOT WORKING CORRECTLY.
I have gone through all regular routes to find the problem and can not find it.
Has anyone had this particular problem, not a failure of the econ. feature, but a partial failure shown by a flickering econ. light?
