BOV Installation

I Talked with the HKS tech rep about installing the Racing Bypass Valve shown in the the BOV installation-Hard Way for my '89 non-SE. He keeps saying I need a flange welded to the Plenum to install it. I see no welding on the plenum in the pics. And the Red valve springs have a minimum indicated of 12 to 18 psi but I only go to about 7 psi now until the new chip takes it to 10-12. Will I be able to adjust a red spring to open?
The rep said those numbers are only for pop-off of excess pressure but isn't that what happens when the throttle plates close and the turbo stalls? And the racing BOV is a, "push" type and the SSQV which he recommended is a "pull" type.
I still want to prevent the turbo stall and keep it spinning. Any guidance out there?

The Greddy valve I installed on my 91 is very similar to the base of the HKS. There was plenty of room for a good seal on the matting surface. Have you measured the width of the valve opening on the base? Then compare that to the mounting surface area on the plenum.
