Daytime Running Lights

Does anyone know how to connect up the foglights to be "Daytime Running Lights"?
I understand that you just pull out the foglight relay and put in a jumper.

You must be trying to meet Canadian regulations with a USA federal car. I remember a post from a guy along these lines a months ago or maybe last year and something about the bumpers as well trying to make them pass. I know he got his passed during inspection.

Do you have two terminals marked #87 on the relay, one used one open?
