Top play in brake pedal

I have a '91 SE, and it seems that the top play in the brake pedal is gradually increasing. This by itself wouldn’t be a problem, but it causes the brake lights to remain on. This of course, runs down the battery and causes other other bad stuff. I have adjusted the brake light switch away from the brake pedal beam several times, each time cranking it back farther and farther. Now I am running out of room for adjustment.

What might be going on here. Is the Master cylinder going out on me? Have I lost a return spring on the pedal? Anyone care to speculate?
