does the car need to be running for the horn to work?
just put a new wheel on and the horn button is not working, but i can't start the engine as other work is going on there

no, horn works even when car not running.

Umm, what year Esprit do you have?

On my SE the horn is on the end of the turn signal stalk, not the steering wheel.

it is a 90 SE, it worked before, maybe the ground is not good

I wish people would be more specific on thigs llike this..

cars dont run --- engines do...

for sure you mean to say engine running.. but even that is absurd... there is no horn system that I know of that relies on the engine actually running to make noise...

What I think you mean to say is does the ignition need to be switched on for the horn to work.... or maybe it works with the key switched off or maybe in the accessory position...

This type of loose terminology is what drives the no-mind drivers to say "i cant turn the car on" and then the repair shops to assume we are all jerks...
