fuel purge

does anyone have experience draining the fuel from esprit (97). i believe i have water in the fuel tank. i am only able to drain down to about 1/2 tank and that is all i am able to draw. the hose (siphon hose) is very difficult to snake into the tank, but once in, appears to be free, although will not draw completely.
is there an easy (low) point to draw from?

What if you disconnect the fuel balance lines that run under the car that connects both tanks?
