Okay folks, the binnacle cover is off the leads are disconnected but the speedo seems pretty well stuck in the dash. The rubber sock around it is holding on for all it is worth. I am looking for a non-destructive way of removing it as I am shooting to keep the car original. Goning to try the soapy water again tomorrow. Any bad things happen to things if I lubricate around it with a WD-40 or such?

Don't use soapy water as it is too runny.

Use pure liquid soap like as in dish detergent.

Use a knife blade or a mini screw driver, insert between the case and the rubber ring and lift up on the rubber. Then slide a small straw dipped in liquid soap with the finger over the other end and when it is under the rubber ring release the finger and the soap will run between the rubber ring and the metal case. Repeat this proceedure until you have done it to 2/3 to 3/4 of the rubber ring. Then give it a good twist and push it towards the steering wheel out the front of the facia. If you use oil or anything like WD40, it will get messy.
