S1 engine rebuild costs

a friend in the US has just bought an S1.
he's had quotes for an engine rebuild of 8-11k USD
i don't believe it has massive problems, 1 cylinder not healthy scored apparently.
1 garage even said "i could do a top end and see how that goes".
What should these cost to rebuild, they're basic 4 pot blocks aren't they? is it an exotic premium he's suffering?

A 907 engine rebuild by a specialist in the UK will be £7-£10k if you are lucky so what he is being asked is reasonable.
