97 esprit v-8 poor performance

my twin turbo v-8 lotus has poor acceleration at all speeds- it doesnt seem to misfire but just lacks power. i notice the boost gauge only reads about .25 bar - max! i think that somehow that may be related--any help is most appreciated.

The Service Notes show the specification for the waste gate to be set at 0.35 bar (about 5.0 ibs). However, the waste gates are conected via a solenoid which is under ECU control, hence the ECU can allow higher boost than the base adjustment.

If you are only showing 0.25 bar, you could have anything from a sticking solenoid, sticking waste gate, damaged turbo (0.25 bar is low), plugged exhaust or clogged intake. Checking the bulk of this is pretty simple and quick.
