Hi Steve,
depends wht model you have mine is an 88 turbo (stevens) but i would suggest you just pull off the panel and have a look. The mirror is held on by 2 bolts that may have just come loose, or needs new bolts. A very easy fix problem. Soon as you take the panel off you will see the bolts in the top corner.

Hi,
Yes. It splits on the collar of the bracket because it is so weak at the point the grubscrew is tapped into it. Picture from the parts list of the alloy collar:
(note the '88 mirror on the left is more simple, there are a few different things to make a later mirror loose. As said it is citroen)

Usually if the housing is cracked the grub screw will not tighten. If you are able to tighten yours then the problem may just be the locking nut #19 in the pic above, or the mounting bolts #16.
If it's the lock nut the housing will actually rotate, it it's the bolts then the whole assembly will just be loose but not rotate.
As paul c suggested, pull the panel and have a look and let us know what you find.
