They're not football fans, they're psychopaths who use football as a vehicle for their tendencies.

Thankfully, in England at least they have been weeded out for the most part. A lot of Europe has a big problem still. Italy for example and very much so in Serbia. Much of it is linked to far right groups, but it's by no means exclusive to them.
