3rd World Countries holding major sporting events - stop!

Why do the world sporting bodies insist on having 3rd World Countries hold major sporting events when its quite clear they cant deliver, or have issues trying?
I figure its for politically correct reasons but it just seems to detract from the build up and integrity.
We have:
2010 World Cup - South Africa
2010 Commonwealth Games - India
2012 Euro Champioships - Ukraine
All seem to have been in the news with major issues and potentially not completing the build required on time.
Why risk such important occasions just to be 'a bit different' this time?
I suppose our own 2012 Olympics will come under this heading shortly but thats just british pessimism. Personally I think it will be a big success but at what price?
Anyway be prepared to have the next world cup and euro in Spain and Italy....
