New Penalty Shoot Out

There was an article about it on Five Live Sport last night - it's called 'The Advantage' From what I can fathom, if it's a draw at 90 mins in a knock-out game, they'd then have the shoot-out and the winner of the shoot-out would get a (to be determined) number of goals added to their full-time total.
Then they'd play extra time with one team at an advantage (geddit?) so extra time would be more 'meanignful'.
The bloke who thought it up was some guy called 'Henry', he was interviewed on the radio - sounded a bit of a knob to be honest, thought it was the best thing since sliced bread and he reckons the FA are behind him and FIFA are interested.
