So Blears has said yes, but LDC can still challenge that in the high court until September and I believe there's still no funding (£50m ?) in place.

Open by 2010? I don't think so, some how.

I can see it now though, Council Tax being used to prop up the finances..... (and boy, aren't B&HA so good with their finances and bill paying.......)
