Law 5, can kick to touch with a penalty in over time: - Good
Law 6, two refs. Isn't that what the touch judge should be doing? Am I missing something?
Law 8, multiple advantages, choice of penalty down to captain: -Good.
Law 9, 6 points for a try: this hasn't got my support. A solution looking for a problem.
Law 13: kick offs not going 10m etc to be a free kick from centre line. Not in full support.
Laws 15/16, no gate in a ruck. It is going to change the ruck somewhat. I don't know if it will be good or not.
Law 17, maul to start moving in 5 seconds. Yep, OK, see the reasoning. Reasonable, though. That means vary according to the ref: that's bad.
Law 19, touch and juggling - No problems with that.
Law 20, biggest change is that the #9 does not have to put the ball into the middle of the tunnel. Do they think they do so at the moment?
Wheeling seems a good change.
Law 22, fewer 5-metre scrums. I can see the point.
Overall? Quite good, but wouldn't it be better to sort out the scrums?
