rolling road tuner for Supra tt

do you know of a RR tuner that would be good with a Toyota Sura twin turbo, remapping/chipping or whatever else it is that they do with these modern(ish) cars that you can recommend?

my mate's got a 1993 Toyota Supra twin turbo (UK car) swapped exhaust at the back end for a bigger (but quiet!) and doing away with one of the two cats

now he's complaining that he only gets 15 mpg instead of 24 mpg

It's the company I hear the Supra guys saying they use to tune their cars. It comes up on Google, I checked.
