Current situation on the ground - Potential Holiday

Morning, we have flights booked back to Heathrow (from Dubai) mid July but we are currently still on the red list and it looks increasingly unlikely that we will move to Amber.
Absolutely no chance I will do the hotel quarantine in UK with the wife and two small boys so exploring alternative options.
Italy is now welcoming vaccinated travellers from the UAE but wanted to get a sense of how 'normal' things are there now?
Our wedding planner (we married in Lake Como in 2016) says things are nearly back to normal, I'm musing a couple of options.
Flying into Rome (our favourite city in the world) and spending some time there and possibly up to Tuscany, we stayed in Siena after our wedding.
Flying into Milan and going back to Como, staying in Bellagio/Varenna and just relaxing/exploring on the lake.
Any and all opinions of where things are least C19 impacted welcome please, we have been wearing masks religiously outdoors for 15 months now so that isn't an issue.

Cant comment on other places, but my father has been out for a week.
Masks required when you're outside, curfew is now midnight but there are still regions in yellow zone, although plenty of younger guys out later than that Friday and Saturday.
Restaurants bars shops open and you are able to sit down and eat drink... Moving around the regions is fine too, don't need anymore papers to move around
Beach open, hotels still quieter than usual and some have been struggling to get staff in.
Really this last week aside from wearing masks in public and some social distancing in certain areas it feels entirely normal. Everything we wanted to do we did.
The hardest part for him was getting tests done to be allowed to leave UK.

did you go in the end mate? my boss [italian] flies there tomorrow, i'm heading there early august. the corona tested flight makes it much easier, although prices for everything across the board seem silly compared to 2019.
my main issue is that despite using the covid tested flight, with vaccination cert [2x pfizer], a recovery cert [had 'rona in may] and by then 6 x -ve pcr results in the past month, i still might be told to isolate at immigration as i'll have been in africa during the previous 14 days. can't get a straight answer for whether i will or won't, just depends on who i get on the day. stupid
