Insurer requires 'engineers report' to cover cat d cooper s

Hi there, my current insurer are telling me I need an engineers report to confirm the reliability of my car and it is ok to drive.
Does anyone know where I can get such a report from and why does an MOT certificate not cover it?
Any help would be greatly appreciated by this confused soul.....

MOT only checks specific things and they can't poke and prod the car about to see whether a repair has been done properly or bodged and then covered up.
I had one done on a runabout Polo we bought for my wife some years back - it had had a scrape down the side and been repaired with a s/hand door and wing; guy looked at fit and finish, then inside the trim panels and under the carpets for unrepaired damage - all fine so he pronounced it fit to drive and wrote a letter saying so.
I think the insurer recommended a few people and I phoned round for rates.
