Still not quite sure what you mean.
A rotating mass can't "instantly" accelerate from 1.2k rpm to 1.5k rpm.
It can only be that the change is too quick for the rev counter to catch up.
If there were a throttle body issue I would expect a fault code to be stored as the position is monitored.
