Euro 5 Mini Cooper D and the London ULEZ

Looking for advice from anyone that goes into/lives in London. We have a Euro 5 Mini Cooper D and have just been charged an extra penalty for the cars emissions? It's the first time we have driven in and I was a bit surprised? Does this sound right ?

It's been in place since April 19, petrol cars EU4 minimum, and diesel cars EU6 minimum are exempt, so a EU5 diesel pays extra.

Currently the same area as the congestion charge.

From October this year it expands to everywhere within the North and South circular roads.
