Is the TLC package still a no brainer?

My mum has just written off her 2011 R56 Cooper, so we're replacing it with a 2019 F56 Cooper (imaginative, huh).
The salesperson has suggested that with her low mileage (7-9k p.a.) the TLC package might not be worthwhile purchasing.
When we bought her 2011 one it seemed a no brainer but I'm after collective thoughts?
Will do some research myself but responses most welcomed!
