Clutch bite point an inch off the bulkhead

Hi Guys,
R53 Cooper S 54 plate, 99,000 miles. To operate the clutch the pedal has to be pressed to the bulkhead and the bite point is about an inch above. It's spoiling the gear change and spoiling the car.
All the info I've found suggests that the bite point of a worn clutch is at the top of the pedal. We've had a good bleed of the system and replaced the slave cylinder. Car still the same.
Does anyone have any good info on why this is? I'ts been suggested (on other forums) that they're all like that, but really?
