Power steering pump stuck on.

Hi,
Trying my luck here before registering on a specific forum as it's a common problem.
Herself's R53 (I think? 2004?) has the steering pump stuck on. After several years of it being an arse I'm assuming its now completely dead. So three questions to better experienced;
Is this correct, does it need replaced?
What is the cheapest way to replace it? I.e. Pattern part, or send it away for rebuild?
It looks fine to remove but I recall someone saying I'd need to grind some metal work. Is this true? Only I only have a 110mm angle grinder nothing precise.
