Started up the mini today and heard a whining/ whirring noise from the engine bay.

Thinking this could be the power steering fluid may be low, or the cam belt/ bearing may need changing.

Anyone got any thoughts, please see video below?

Change the auxiliary drive belt first, it makes a horrible noise when failing.

To me it sounds like a faulty tensioner and the timing chain is rattling, but remove the auxillary belt first then that elimates other things first

As above Aux belt. Depending on time etc. Take the belt off and check the bearings on the rest of the pullys etc. Or get the belt + tensioner changed as well. The belt is part of the service and shoud be changed 3 years or 60K. Parts are Belt £25.72 Tensioner £88.50 from BMW plus any labor.
