2000 Bentley Arnage - Numberplate mountings.

In the 90s my father-in-law had a Rolls Royce, specifically this one:
He sold in 2002 and now, 17 years later has got himself in to a Bentley, specifically a 2000 year Arnage Red Label.
While there at Christmas he asked me to help him fit his numberplate as seen on the RR. That meant taking the old ones off, and I was disappointed to see this:
The previously numberplates were mounted with screws, the holes for which have been drilled through the plastic panel and straight in to the metal. You can't see it on here, but there is still swarf visible and caught on the sticky pads. There are what appear to be two pre-drilled holes to the left that are visible and they haven't been used, but equally if you were to use them you'd have to drill straight in to the metal with them too.
I know this is 1st world problems and all that, but what is the correct method of mounting numberplates? I was expecting to see plastic inserts for the screws to go in like every other car I've owned.
