Bentley Turbo R (1990 H) Possible fan problem

Whilst my 1990 Bentley Turbo R was idling today, I noticed that only the offside fan behind the radiator grill was turning, the one on the nearside wasn't moving at all. As I'm learning all the time about my car, could someone please tell me if this is usual at idling or should both fans be turning. If they should both be turning, any idea of what the possible problem could be please? Many thanks.

I *think* the second fan kicks in only at very high temps. 212 dF?

I'm sure someone else can chime in with the right answer though
