Help for a PHer's missus: steel wheels for a 206cc?

Mrs J has a 206 CC (02 plate) which has a set of 16-inch alloys on it, tyre size 205/45R16. These turn out to be invigoratingly expensive, and given that the longest journey this car undertakes is about 10 miles (all the cross country stuff we do in mine), it seems silly to have these wheels.
She's quite content to sack off the alloys in favour of a set of titchy steel wheels plus wheel covers, thus entering the world of £50-£60 premium tyres (rather than the world of £120 premium tyres she currently inhabits). She bought the car because it's a cute little convertible, not for any pretensions of rollin' on dubs or sportiness.
So. Questions:
1. Can the 206 CC be safely fitted with a set of (say) 14-inch steel wheels, and, as long as the tyre profile is correct, avoid cocking up the speedo and odometer?
2. Where's a good place to buy such a set of wheels? I'd like to avoid fleaBay.
