Locked rear Peugeot 205 seatbelts!!

I have purchased a couple rear seatbelts however, they are in the locked position are you able to suggest a way to unlock them?

Carefully pull them out? Have you tried mounting the spool end and pulling slowly?

I have tried pulling them but no joy, I will see what happens if I join it to the car?
