It controls the variable inlet system. When you floor it, vacuum builds up in that pot and opens some flaps in the inlet manifold to allow full air intake. When they're shut, it only works half as much air through, giving better economy and low speed driveability.
If it's a pipe you've broken it'll only cause a vacuum leak but will stop the inlets functioning properly, causing it to feel more sluggish. Usually it's the rods that break which actually actuate the flaps.
I think the parts are still available from Peugeot/Citroen dealers, but last time it happened to a mate's we just jammed them open with cable ties. Lost the refinement, but it developed a bit more of the character of the original 1.9 16v Mi16 unit (i.e loads of noise and no torque, but plenty of smiles come 4500rpm)
