No it wouldn't be slower. You can make the v6 205s just about handle so I don't see why you couldn't do it with a Saxo as well.
And no I don't particularly think it's that much of a sleeper, 120bhp in a car of that weight doesn't make it blisteringly fast (as I know from have 1.9 205 GTIs).
However it does look like a nice idea, I'd lose the sticker so it's more subtle. Great to see a Saxo taking the less is more approach! I've just bought a base model Saxo myself and having driven that I hope you've upgraded the standard suspension and brakes!

I've put a VTS engine in a Saxo VTR, and I'd call it a sleeper.
If you drive a VTR around, you get all sorts of midlife crisis small weinered German barge drivers trying to push you around on normal A-B roads. 120bhp in a car that weighs 900kg and isn't as big as the Arc Royal can fairly easily get shot of an Audi A4 1.9TDI driven by a rep (sorry, sales development manager.)
Likewise if you drive said VTR around, you get younger guys in either 1.2 Clios with metal spoilers, or the Golf/Leon/A3 brigade (dressed as the hot models, but aren't) trying to push you around (not helped by the fact this VTR came with a number plate that advertises the fact it's a VTR). Unlike the above, who bunch all Saxos into the same bandwagon, these guys know what a VTR is. So when a VTR dispatches their mk4 Golf V5, it surprises them.
A Saxo with a 3.0 V6 up front wouldn't be a sleeper in reality. A 1.4 Fiesta could go point to point faster than said Saxo, it'd handle like a complete pig! Straight lines would be fairly epic, though.
It's all down to individual opinion really. I'd class my missus' Saxo (I just use it daily) as a sleeper cos people think they know what it is.
I'd class my BX 16v as a sleeper, because people do not know what it is.
I'd class my mate's Hyundai Sonata with an RV8 up front a sleeper too, if it worked!
And I'd class this lad's Saxo as a sleeper too. Nothing wrong with him coming on and displaying his work, it's a proud moment when you single-handedly do an engine conversion on a car and fire it up for the first time!
But yeah, I'd upgrade the suspension and brakes! get some VTS gear on it, but keep small wheels. Keep the flat arches too, makes it look like a sleeper
(Don't forget some lexus lights and some extra badges. Make it look really cheesey!)

There is no way you've been anywhere near 145mph and also no way you've beaten 172's unless the driver is a bad one.

Reminds me of a bloke at Uni who had a brand new Audi S3 (yes, his parents bought it for him). He claimed he had it "tuned to over 500bhp" and he once outran a Police helicopter in it.
I would believe that it keeps up with Mk 4 Golf GTIs. As for "beating" Clio 172s, I doubt it. And that 145mph. No. Just no. You would need a LOT more power to get a Saxo to that sort of a speed. In my experience even with a diesel 5th ratio slotted in to the VTR final drive, it'd need to be pulling around 8,500 rpm to hit a real 145 mph.
Basically, you're a young chap with your first mildly fast car. Saxos are great fun to drive, and you think you can "have" anyone on the road. Stop making up silly things. This sort of banter may go down well on your local krooze forum or whatever, but Pistonheads is full of people with proper sports cars. 120bhp French shopping hatchbacks do not compare. Trust me, I know. ;-)
