206 won't start - Catalytic Converter perhaps?

Looking for some advice.
Had a call from my mum. She has a 2000 or 2001 Pug 206 1.4 which won't start. Battery is good, reading 14volts. I tries to fire over, catching for half a second then dies. Once it dies there is a hissing underneath which lasts for around 10 seconds. I'm thinking it's the Cat, the noise is from that area. It's never been replaced, would that stop it from starting? There is also a strong smell, but I wouldn't say of fuel, but also not that eggy smell usually associated with the catalytic converter.
Car has only done 28000 miles in 9 years, it basically just goes 3 miles to work and back each day.
Any suggestions?
