I think i've got the jist of what you were trying to say in your near indecipherable post.

You tend to find the nicer stuff in the Ile de France (Paris) and the south coast.

My folks live close by and my brother and I'd have to disagree on it being a dump of a place just because people don't drive the cars you want to see.
What I like about France and the rest of Europe is people don't give a toss what they drive because they aren't so materialistic. They are quite happy to drive in around in a small diesel rather than tick up a 3 series on a credit card so prove their wealth.
Diesel is cheaper than petrol and has been for years hence most cars are diesels and not Clio 197's.
