Pug power steering fault

Hi,
Please can someone help with a bit of fault finding because the power steering on my wifes '98 106 is n't working.
Firstly, the pump is electric - I have established that there is no high ampage 12V supply at the pump but there is high ampage 12V supply to the relay before the pump. There is no power supply in the low ampage wires to the relay (white wire). Based on this my thoughts are that the pump is OK.
Following the low ampage wires back they go to another relay in the engine bay fuse box. There is 12V supply to the switched circuit (white wire), but, only 3 volt supply in the low ampage wires.
Is a voltage of 3V at this point correct (indicating the fuse box relay is broken). Or should this be a 12V circult in which case something else is broken.
Is there are obvious item that I can replace to try a cure the fault (e.g. sensor in the steering box/rack. If so, where is this located?
There are no details on electric power steering pumps in the Haynes manual.

Assuming it's the same as our '99 Saxo, the grey, round relay is activated when the alternator is charging so that the pump doesn't drain battery power when the starter needs it. It's fed from a green plug on the inner wing. You could try livening that connection up. Have a good look at the relay terminals too, they do corrode a bit.
ignition switch fails and the first sign is the heater blower and rear screen demist not working.Pumps are regular on these try hitting it with a hammer(no seriously)if changing the grey rtelay makes no odds,it will either start working again or not.bba reman do recon unit or its a trawl round the breakers.
A quick update on this...I removed the green relay in the engine bay fuse box and bridged the higher ampage current accross it. I know this made the grey relay near the pump activate because I now have 12V on the positive connection to the pump, but the pump still does n't work . I already have a spare so I'II swap them over tomorrow. I guess I'II also need to look for a green relay.
