My brothers son is planning on getting a clio 182 which i just cannot believe, how much would the insurance cost ?

god knows.........if he's only just passed his test and still a teenager i'd hazard a guess at 4k maybe more without any No Claims

if you go on www.norwichuniondirect.co.uk they can do quotes with out taking the policy out so you can see how much it would cost before you buy just fill it out with who evers name and age and where they live off the post code and hey presto ps if hes under 21 doubt he'll get cover

NORWICH ATTEMPTS TO PUSH UP MOTOR RATES IN UK
UK-based insurer Norwich Union (NU), part of Aviva, has said that its motor premiums would rise by an average of 16% on renewal and it urged other motor insurers to follow suit. Aviva is attempting to halt a recent price war in the UK motor market, which it said was making a number of policies unprofitable. UK operations head Patrick Snowball said that NU would be dropping unprofitable business. He hoped that the rest of the UK industry would follow suit. "We would expect some sensible discipline in the market" he said, adding that "we are prepared to sacrifice volume to achieve this". NU saw its combined operating ratio in the motor sector rise to 105% (i.e. claims = 105% of premium)for the first six months of the year. Rising interest rates kept the business profitable, but Mr Snowball said that his company was not wiling to tolerate negative underwriting results. He claimed that Aviva in the UK was giving too much to its customers and not enough to its shareholders, and that the balance needed to be redressed. Aviva has about a 12% market share in the UK motor sector. NU chief executive Simon Machell said that "our view is that the market will probably follow us up". Royal Bank of Scotland, which operates the UK's largest motor insurance operation through Churchill and Direct Line and has 35% of the UK motor market, welcomed Aviva's move, but would not state whether it intended to follow suit by raising prices.

I think the key word there is "planning"

Fair enough if you were wadded, but if you were that wadded what would you be getting a Clio for?

It wouldn't be the insurance I'd be woried about, there is no way on earth he will be safe with 182bhp for a first car!
I'm willing to bet he can't even get insured on it!
