Megane high carbon monoxide/hydrocarbon query

Looking at a megane saloon , 1.6 auto .

It's very cheap £500 , mot'd until march '18 , the key card and electric windows even work!

However for the last 5 years each years it's failed it's mot on exhaust emissions carbon monoxide , hydrocarbons on 2nd fast idle as well as high lambada reading on 2nd idle.

Each time it's had a re test and got a pass so is the cat shagged or is the car just cold when they test it then they take it out get the engine hot retest it and it passes?

May have a creative tester but the O2 sensor could be shagged also.

I'd say a failed cat is unlikely.
