Is my turbo goosed

As title says,
2007 1.5dci clio (86bh) has been noticeably down on power for a day or so but today 'spanner' symbol lights up on the dash with 'check injection' written in message box and it won't rev past 3k, so limp mode has set in. Switch engine off and restart, spanner/message have gone but still down on power. Try to work it hard and very soon limp mode reappears with spanner/message.
Obd reader come up with P2263 with explanation of it being a mechanical fault. I have cleaned EGR and checked for obvious leaks but drawn a blank so far.
Anyone any ideas???????????

It's not necessarily the turbo that's goosed. It'll go into limp home mode to protect vital engine components such at the turbo etc. The 'check injection' is just a generic warning.
My 1.9dci Scenic did it when I first bought it (literally half an hour into owning it!) - it turned out to be the turbo actuator sticking. Renault wanted to replace the turbo at a cost of £500 + fitting, my mechanic removed the offending part, cleaned it and put it back.
Cost - £20.
That said, it could be a turbo fault! Is there any obvious sign of white smoke coming from the exhaust? If there is, do not start the car. If the turbo fails and allows engine oil into the induction system you can kiss your engine goodbye.

No smoke at all that I can see. Why white smoke? surely it would be blue or black for oil or fuel.
The actuator moves freely by hand, the return spring works and it also moves by sucking on the pipe. But no movement when connected up and revving the engine, not sure if it is supposed to though when the car is stationary.
Maybe this is pointing towards the turbo boost pressure solonoid, as there is vacuum in to it but not out to the actuator, again only while stationary and revving the engine
