Clio 197 won't start

Informed by SWMBO that her 197 won't start, so I've checked the fuel, charged up a slightly discharged battery - and she is right, it won't start.
The engine is turning but it won't catch. Not sure if it is lack of spark or laco of fuel getting through, but thought the first place to start would be finding if there is a main fuse that has blown. However, the owners booklet doesn't tell you what and where the fuse is.
Any suggestions? Is this a likely cause of the problem on these cars? I shuffled cars around on the drive on Monday it it started fine, and I would assume that if it had flooded back then it would have drained/evaporated by now.
