Megane diesel engine cover?

I want to check the glow plugs (1.9dci 130hp '05) but the black plastic cover (with two bolts removed and clips around base released) will not come off, it seems stuck under the turbo pipe somehow- please don't tell me I have to remove that?! (oh how typically French...)

Any bright ideas?
