Theyre tether cars.
While that video looks a bit odd with the super fast birds the cars are able to reach quite incredible speeds. http://en.wikipedia.org/wiki/Tether_car

I suspect the small ones are doing 30-35K+ the bigger 10cc (0.61 Cu in) are probably 15-20K. i wonder what RPM those engines are doing?

Most of these are direct drive, in other words the rear wheel(s) are directly attached to the crankshaft.
There is still a circuit for these in Mote Park Maidstone, next to the Model Engineers track.
These were no slouches either when I was racing them......

There is a similar thing in this country with tethered model hydroplanes on lakes.
They do it in St Albans during the August bank holiday.
They tether the boat to a pole in the centre of the lake and set the boat off going round and round.
They do travel at incredible speeds.
