Brass blackening wholesale - where?

I just tried to order a gallon of “Swab On Blackener for Copper & Brass - 1 Gallon Bottle” from the US, but because it's deemed a hazardous substance, the shipping is $220!

Is there anywhere in Europe that produces it, I don’t mean shops, but places that distribute it?

I have searched quite a bit, but to no avail
