That usually means that it's easy, skill level 1 is normally beginner and fairly simple, skill level 2 is minor complexity and some moderate knowledge experience required, but not much, this is probably typical of most models out there, and skill level 3 and up start getting more advanced. It varies a bit from manufacturer though.

No standard "skill levels" exist. As has been said, each manufacturer rates the buildability using their own system. Don't forget, they are out to maximise sales so will not want to put off too many potential buyers.

Imagine if they rated a build as "easy peasy", "quite hard" or "bloody near impossible"?

IMHO it's not actually building most models that is difficult - it's painting/detailing/finishing them to a decent standard that is the hard part. Assembling most Tamiya kits is pretty straightforward but the real skill is in the detail finishing. Having said that; my experience of Pocher 1/8 scale car kits would suggest they have a skill factor of 77 just to build ! Only buy one with spoked wheels if you are a masochist or don't have a life. Joking but only just.
