Building from plans doesn't happen with RC cars (unlike with RC planes). The drivetrain and to a lesser extent the suspension systems are too complex to work from scratch and get to work right. Better off getting an off-the-shelf car and maybe modifying it a little to get what you want.

Never say never...
I built several scratch chassis many years ago (1/10th electric) with varying degrees of success. As with all functioning models, it is only as complicated as you make it. Suspension can be a simple leaf spring affair with a solid 'live' axle if that is all your abilities/facilities allow...
Todays society seems to have forgotten the trial and error philosophy, hence why nothing is ever built these days - just assembled.
