What I've done in the past was skim a piece of MDF with a thin layer of plaster or filler, then drag a wide, stiff brush across to give it some texture, then when it's dry scribe expansion joints in a grid every few inches. Once painted various shades of grey it's pretty convincing.
Have a look at Luke Towan's youtube channel for scenic ideas, he mainly does model railway stuff but lots of the stuff transfers to any subject matter.
Amera Plastics do some kits of blast pens, Hardened Aircraft Shelters etc. that might be useful?
