Why would this be a surprise - scale models were used in WW1, there is one under a protective layer of sand about 5 miles away from home. Models were also used for the dambusters raid.

I wouldn't be surprised to find that there was a 1:1 "model" of that building constructed for training.

Because it is a dying art for military applications. 1:1 will alway remain relevant as it offers the necessary fidelity for training.

However, VR desktop 3d is taking over scale stuff as it offers a number of benefits... Principally speed and cost, but also other unique benefits. For example, you can virtually approximate sight and field of fire lines. It's also more helpful when modelling travel times between objectives, and because you're in the model, it's easier to spot potential problems.
