Volvo S40 2007 2.0D Rev Problem SOLVED
Discussion
Had a problem develop with our S40, 2.0 Turbo Diesel, 2007...
Seems to be common, won't rev above 3000RPM, so not swift and steep hills a problem...
Did some reading-up, try this and that etc.
So, what worked for me, certainly the car now revs as it should, is to take one large hose off via jubilee clip, and clean the throttle body. This is right at the front of the engine, where the bonnet catch is.
It was all oily inside, pipe too.
I wiped away excess oil first, then sprayed degreaser in there, then used a toothbrush and cleaned it up quickly as car was required to be used again.
I then sprayed a good bit of WD40 in there, the springy 'flap' now seemed to close properly too.
One thing was that the pipe when taken off has a softer rubber 'seal' which felt like it could break easily, but putting it back on was a lot easier.
The electrical connection I also unclipped and clipped again, just to eliminate another thing possibly.
So for me the WD40 seemed to really help. I need to clean it out properly but will see if it does a few miles alright first.
Before doing the above, I checked all silicone/rubber vacuum hoses and they all seemed ok.
This bodge/repair only takes 10 minutes, but be careful removing the large hose and just pull it all the way off, don't try to put it back on without fully removing it.
Hope this helps!

They're also prone for the two turbo control valves failing, one form above the alternator and the other above the bell housing. Also worth checking all vacuum hoses for splits, more so the one that runs behind the throttle body as the C clip snaps, the hose runs through.
Thanks for info...To add to this it appears electrical.
A combination of trial and error since original post means car can be driven all day fine. Next morning no turbo boost.
Unclip then clip MAF sensor and Turbo Control Sensor (they are next to each other) but leaving BOTH sensors in their places means boost is restored and is fine for rest of day.
Yet to see which one it is out of the 2.
Will update.
So, car has been fine for 6 weeks or so...
It appeared to be once the car had warmed up it would develop boost.
But then it was just fine each trip.
I could unclip the boost controller below (labelled Denso) when car was playing up and it would be exactly the same.
Then as I said above it randomly just worked again and has been fine for 6 weeks now...
