D5 Euro 3, yet ULEZ compliant?

So i recently picked up a 2004 V70 D5 (163 PS) S Manual, no DPF, good old fashioned dirty diesel. Fully expected to be paying for ULEZ thanks to it practically running on coal, yet according to TFL the car is ULEZ compliant? I've tried a few other reg plates for newer Euro 4 cars, both Manual and Auto, aswell as other 2004 163PS D5 Euro 3 cars, and they all fall foul of ULEZ. So have TFL simply messed up for my particular reg? Or have I stumbled across some strange spec which slips into ULEZ acceptance? Anyone else got a old Volvo which somehow meets the criteria?
