As you say, nothing is impossible, but apart from the extra hardware you may need it'll probably be the alterations to the car's software configuration that'll be the issue.

I think you can.
There's official Volvo instructions, basically fit the steering wheel buttons and there are variables in the process if it is or isn't ore-wired, then basically activate via VIDA but it's unclear if it's a simple activation or a software download which is dealer / paid up subscription only. I'm fairly sure you can fit the buttons then tell the car it has cruise now using Vida to programme the CEM, but don't quote me!
