Depends what you're looking for. I think they have tweaked the trims specs since I bought the V60 last year, but Momentum is pretty well specified and has most of what you want. R-Design adds a few sporty looking features including sports seats with a dark themed interior. Inscription adds a bit more luxury.
I was surprised when driving a Momentum after a R-Design that the R-Design had a better ride, I assume it is the air suspension working so much better.

I had a 2016 XC70 D5 AWD SE Lux bought at 12k miles in July 2017. Up to 29k by handover
The same Volvo dealer contacted me with a special offer for a new car registered in August - 20 registration. The deal was my car valued at £18k against new XC60 inscription B5 AWD petrol with £4k extras. All discounted by 20% = £9595
The money - balance of c18k on 3 years interest free finance - and a £1500 finance discount !
We did not hesitate.

There's no "must-have" as in a level below which there is just poverty spec. Momentum is the normal one, R-Design adds supposedly sporty styling and Inscription supposedly luxury styling. What really matters are the options, you can spec up a Momentum that is far better than a base spec Inscription for example. I suggest you look at the price list which details the exact specs and options.
