2008 V70 D5. Heavy Steering and low RPM -and cambelt cost?

Evening all,
First post in this section to be gentle! A long term admirer of Volvo I have taken the plunge and bought a Phase 3 V70 D5.
I absolutely love it, but one thing is that the steering seems heavy at low RPM (although not so much when you first start up - more after a journey). My guess would be its a pump on its way out, but I did google some info about the Servotronic relay which controls speed sensitive steering. All posts were related to Phase 2 cars though, does the phase 3 have the same relay, and if so where?
Not quite as important but I'll need the cambelt doing this year. Local indie said 'about £300'. Does that sound about the ballpark? From what I can see it's not a very involved job?
