key problem

Hi all, doing this for a friend. He has an old (F) reg'ish large Volvo estate.
Not my cup of tea, but it is a nice comfy car.

Any way, he has a problem with the ignition key/lock. When you insert the key in the lock it goes in fine, turns to the first stop ok which probably lets you listen to the radio without turning the ignition on. It goes to the next stop, which turns the ignition on, but will not turn to the final third stop, which is the starter motor.

I used to cut kes for a living, and can't work out why this is happening.

Maybe an electronic blocker?

Any help as usual would be great.
